Which is correct for something that's happening at 2pm, 2:30pm, 3pm, 3:30pm, 4pm...?
  1. Every half-hour on the half-hour.
  2. Every half-hour on the hour and half-hour.


Edit: I Googled some phrases to get an idea for how common they are:
  • Every hour on the hour: 3,360,000 results.
  • Every hour on the half hour: 224,000 results.
  • Every half hour on the half hour: 685,000 results.
  • Every half hour on the hour and half hour: 292,000 results.

I believe the latter is correct and it's a result of interleaving three theaters' showtimes. (three screens within the same multiplex I mean).

I would not say either of those. We have "every hour, on the hour," but I don't think it generalizes. I would describe it the way you just did.

Perhaps this is more standard in British English, but I've definitely heard things like "Every hour on the quarter hour" or "Every half an hour starting on the quarter hour" and so on.
