Actually, I believe he's referencing the "aesthetic of artifice," in which how expensive something is determines its perceived beauty (see Bruce Sterling's Holy Fire).

It looks like something being born.
Like a phoenix or a dragon.
The middle part of the claw kind of looks like a head is forming.
